In het kader van de Wbr-vergunningv

In het kader van de Wbr-vergunningverlening is voor het windpark in 2009 een milieueffectrapportage
(MER) en een Passende Beoordeling opgesteld en is de volledige m.e.r.-procedure doorlopen.
De oprichting, wijziging of uitbreiding van een windturbinepark is op grond van categorie D22.2 Besluit m.e.r. m.e.r.-beoordelingsplichtig. Vanwege verandering van het turbinetype, turbine-aantal en het kabeltracé is een wijziging van de vergunning aangevraagd. In verband met de aangevraagde wijziging van de Wbr-vergunning zijn nu de effecten van de wijzigingen op het milieu onderzocht ten opzichte van hetgeen reeds is vergund. De wijzigingsvergunning is opgenomen in bijlage 1 van het separate bijlagenboek.
Een aantal onderzoeken is na het opstellen van de wijzigingsvergunning geactualiseerd.
Deze onderzoeken zijn als bijlagen opgenomen in het separate bijlagenboek.
De kabel is m.e.r.-beoordelingsplichtig op grond van categorie D24.2 Besluit m.e.r. Deze is dan ook
meegenomen in de m.e.r.-beoordeling. De m.e.r-beoordeling4 is bijgevoegd als bijlage 1 van het separate bijlagenboek.
Hieronder worden enkel de belangrijkste conclusies weergegeven.
In de m.e.r-beoordeling zijn de milieueffecten beoordeeld van het project Luchterduinen (windpark en
kabeltracé).
Op basis van de te verwachten milieueffecten is het plan voor de aanleg van de 150 kV-hoogspanningskabel geoptimaliseerd. Hierbij is tevens rekening gehouden met de wensen van bewoners en de eigendomssituatie. Uiteindelijk is daar de variant uit geselecteerd met enerzijds de geringste effecten op ecologie en omgeving en anderzijds een goede technische en economische uitvoerbaarheid. Ten opzichte van het oorspronkelijke tracé is de ligging van het tracé op twee plaatsen aangepast. Daarnaast is voor de passage met EHS-gebied Leeuwenhorst gekozen voor aanleg onder het gebied door middel van diepe boring.
De wijzigingsaanvraag Wbr-vergunning met de m.e.r.-beoordelingsnotitie is aan de Commissie m.e.r.
voorgelegd. Uit het advies van de Commissie m.e.r5 (bijlage 2 van het separate bijlagenboek) volgt dat er voor het kabeltracé voldoende milieu-informatie voor de besluitvorming beschikbaar is.

drafted (EIA) and an Appropriate Assessment has been completed and the full EIA.
The creation, modification or expansion of a wind farm is under category D22.2 Decision Mermer assessment requirement. Due to changes in the type of turbine, turbine number and the cable route is a modification of the permit requested. In connection with the change applied to the Wbr license are now examined the effects of the changes on the environment compared to what has already been licensed.
